By Section 1 of the Act authority was given the Board of County Commissioners of Walton County to issue the bonds "in
such form, bearing such rate of interest not to exceed six per cent per annum, payable semi-annually, and becoming due at
such time or times not to exceed thirty years from the date of their issue, and upon such conditions as may be determined
by resolution of the said Board of County Commissioners adopted and recorded in their minutes."
